In October 2009, with the Tianjin power grid dispatching right adjustment, the dispatching right of large-capacity generators access to Tianjin 220kV grid was transferred from North China Grid Dispatch to Tianjin Dispatch. Tianjin power grid became an independent control area of power balance adjustment, which led Tianjin Dispatch to take the control area adjustment task, adjusting the tie-line power flow in Tianjin grid according to tie-line frequency bias mode. Therefore under the power grid security, to meet the requirements of independent control area adjustment, further improve the economic performance of generating units, complete the power peaking, reduce the area control error (ACE) and electricity assessment through Automatic Generation Control (AGC) became a challenging assignment for Tianjin Electric Power Corporation .The thesis provides a hierarchical control method, which can be presented concretely, non-AGC units follows 96-point generating program, AGC units with excellent adjusting performance are for ACE adjustment, with normal adjusting performance follows 96-point generating program generally and makes ACE adjustment if needed, with poor adjusting performance only follows 96-point generating program, for operating generating units in power grid in accordance with performance and regulating ability, researches various influencing factors to control area adjustment based on an analysis of Tianjin grid and load characteristics. It calculates the required generating capacity in each group based on Tianjin grid load and impact load to attain the number of peaking units, which provides the theoretical basis for independent control area adjustment in Tianjin grid.Based on hierarchical control mentioned above, this paper also proposed a control strategy, including unit control mode, control procedures and algorithm design, that is adapt to Tianjin grid. It covers ACE algorithm, ACE control area division, units command issuing algorithm, ACE adjusting units distribution coefficients, ACE adjustment, ultra-short-term load forecasting, coordination of generation program.This paper also states the experimental researches of ability to ACE adjustment, North China data channel fault analog, minor tie-line exchanging power error, major tie-line exchanging power error, which affects independent control area adjustment. Through the researches, it indicates the fundamental principles of AGC software's preventing false adjustment and frequent adjustment measures, unit mode arrangement, ACE real-time adjustment and processing power accident.The hierarchical control method provides the theoretic basis for the actual application of units capacity calculation and adjustment strategy establishment. It meets the requirements of Tianjin grid independent control area adjustment, guides dispatchers daily work effectively.
