With the rapid development of urban economy, urban traffic demand increases steadily, urban transportation problem increases seriously. The essential reason is that the travel demand exceeding the capability of urban transportation infrastructure facilities and the urban transport structure is irrational. In the situation that urban transportation problem becoming more and more noticeable, it becomes a consensus that realize bus priority and improve the competitiveness of public transport is an effective way of traffic structure adjustment. Urban public transit includes large-capacity, rapid rail transit system and bus transit system. Setting bus lane is an effective means of public transport priority in addition to carrying out construction work of rail transit system planning. It is the most important issue for the implementation of bus priority policy that how to determine the network scale of bus lane and layout method on the premise of transport system is optimal as a whole.The network scale of bus lane subjects to many factors. In this paper, demand and supply aggregate of urban public transport, structure of urban public transport and scale of urban land is identified as the key impact factors for the network scale of bus lane. A control method based on the total traffic demand, estimation method of investment funds and regression analysis is proposed to determine the network scale of bus lane comprehensively in terms of demand of conventional public transport and the affordability of government investment.This paper proposed a method to plan the network of bus lanes. Firstly, we search bus lane which satisfies the conditions gradually on the base of analyzing setting conditions of bus lanes. Then, we combine the setting principles of bus lanes to form network which is connected and in line with urban development.Finally, according to the results of our research, a comprehensive analysis was conducted to the networks scale and layout program of bus lanes in Haerbin. It has proved the feasibility of the method in this paper. The research of network scale of bus lane and layout method for big city in this paper has great significance for resolving the most important issue in the implementation of bus priority, and provides theoretical support for the buses'priority development.
