Based on the realities of our country's urban rail transit planning & construction, the principle of urban traffic sustainable development, the far future aim of urban traffic, this paper has conducted a systematical study that combines qualitative and quantitative analysis of the necessaries of urban rail transit planning & construction and the positive promotion effects on urban development by borrowing the correlative theoretical methods, experiences and lessons of home and abroad. The paper then puts forth a complete set of basic notions and technical approach for establishing the urban rail transit route network rational scale and layout method.1.By systematically analyzing the advantages, disadvantages and service objects of urban rail transit, the paper demonstrates the necessaries of urban rail transit planning & construction from the view of urban traffic demands (the distance and distribution of the total trip volume, trip time will, acceptable trip proportion) and the positive promotion effects (traffic supply, social economic benefits, transit oriented development, urban sustainable development) on urban development.2.Having explained the inner drive of urban development, built the urban development polarization & proliferation effect model and development scope model, classified and determined the stage of urban development, put forth the theoretical foundation that there is a supposable control condition for urban rail transit route network rational scale and layout planning. In the end, the paper has put forward the principle of assuming urban far future development status.3.Based on the analysis of route network rational scale and its influence factors, this paper reckons the route network rational scale from the view of urban traffic demands and route network service level. By researching on the far future urban population and average trip times, the distance and distribution of the total trip volume, the technical characteristics and applicable conditions of different traffic modes, the paper builds the urban passenger transport system structure model and simulation method to search for the rational passenger transport system structure, the rational trip proportion of public transport and rail transit, reckons the route network rational scale from the view of urban traffic demands.
