Distribution network planning is the important constituent of Power System Planning,The quality of Distribution Network Planning can directly affect the safety and stable operation of Distribution Network.Therefore,doing distribution planning well which is significant to the economy and power company.As the mid grid of Shenyang ,66kV grid takes the role of receiving power from high voltage and distributing power to low voltage distribution networks. Combining with the actual situation of Shenyang grid,this paper makes a systemtic plan.Firstly,in premise of analyzing the situation of shenyang grid,two diffierent methods ,respectively the method of moving average and BP neural network ,are used for load forecasting.The results of two methods are compared with the history data.The conclusion is that BP neural network is much better.Secondly,the coordination between 66kV with 10kV and 20kV of shenyang grid is compared on the density of load,power supply and voltage quality.The principles and constraints of voltage coordination are definited. combining with the actual situation of Shenyang grid, two models of voltage coordination are framed.The results are analyzed and evaluted on technique and economy.Finally,combining with the results of load forecasting,the transform balance and load balance of shenyang 66kV grid are analyzed.Considering the problems and difficulties of shenyang distribution grid,a model of considering minimum cost is proposed to determine the locations and capacities of transformer substations.On the basis of defineding the locations and capacities of transformer substations,the model of net Structure planning on PSO algorithem is established and the optimization routes are completed.The electrical calculation is made at last which demonstrate the rationality,security and forward-looking of this plan.
