Building a livable city has become the focus of the citizens and government.This connotation of the Livable City in the theoretical analysis, based on a detailed study of the theory of the livable city, including urban planning, human settlements science, ecological city theory, safety city theory, learning theory, and sustainable development of urban city theory.Through the evaluation index system and evaluation method of Chongqing, based on the background of livable Chongqing, made livable and implementation of the principle of building the path, from housing, transport, public space, service facilities, public safety, resource ecology, selected socio-economic indicators in seven aspects, the paper build livable and evaluation index system in Chongqing Construction Standards, and the status of Chongqing livable empirical analysis.Then, the paper proposed the principal of construction of livable Chongqing in four aspects and the strategies to build livable Chongqing, and constantly improve the theory of building a livable city; through empirical analysis of Chongqing livability, to identify areas suitable for living in Chongqing, proposed the goals and measures to increase the livability of Chongqing, also the specific measures and implementation of construction projects to build livable Chongqing.
