| population and increasing pollution, building ecological and livable city has become an inevitable choice for urban development. How to build city in which ecology, community and economic can fully sustained develop, has become an important issue for building a modern city, and the city is also effective and healthy for people living in. In the complex system of city, economic, community, environment and other subsystems must be developed coordinately. If its development capacity has been challenged and threatened, the construction of ecological and livable city will be affected. Therefore, the research on evaluation of building ability of ecological and livable city will enable the city to develop towards the more optimize and harmonious direction, and it also provides a scientific basis for the further development of the city.This paper first discusses the domestic and foreign theory related to eco-city and livable city, and based on this, the concept of ecological and livable city is proposed; from the perspective of index system, the research of index system for eco-city and livable city at home and abroad is introduced and index system of ecological and livable city is built; from the perspective of evaluation methods, the domestic and foreign methods of evaluation and the evaluation model are introduced. At last, C2R model in data envelopment analysis is adopted to evaluate the building ability of ecological and livable city with the statistics data of past 10 years of Tianjin, and then non-effective decision making units are projection analyzed. Some adjustments in direction and scale are pointed out for the non-effective units so as to achieve relatively efficient DEA. Finally, some recommendations are given for the building of ecological and livable city of Tianjin. The main achievement of this paper includes the following four parts:(1) The concepts of eco-city and livable city are described systematically in this paper and the concept of ecological and livable city is proposed based on the theoretical research of eco-city and livable city at home and abroad.(2) Based on the concept of ecological and livable city and the previous related research, the evaluation index system of ecological and livable city is proposed.(3) C2R model in data envelopment analysis is adopted to analyze the statistics data of 10 years of Tianjin. And then non-effective decision making units are projection analyzed so as to find the reason for non-DEA efficiency for one year and some adjustments in direction and scale are pointed out, then non-effective decision making unites are adjusted to relatively efficient DEA. The method of combining the principal component analysis and the DEA model analysis is adopted which can avoid the subjectivity that people assign the weight, so this method will enable the evaluation results more scientific. Then all those can provide a quantitative reference for establishing ecological and livable city.(4) Through projection analyzing, the existing deficiencies in the urban construction are pointed out and improved, which demonstrates the effectiveness of DEA evaluation further. |
