Considering the water resource security situation of Africa, this paper has used the methods of AHP and Vague, established the PSR model and evaluated water resource security comprehensively. Main research results are as follows:(1)Through integrating the data from the African statistical yearbook and government report, based on the analysis of the situation of water resources in Africa, the paper has divided the studied region into North Africa, South Africa, Central Africa, East Africa, and West Africa and established the PSR model of water resources to study these five partitions.(2)According to the situation of water resources in Africa, the paper has analyzed the pressure, water safety state, response of water resources in Africa, and set up water resource security evaluation index system of Africa. It includes two criteria and four elements (water resources,social & economic, production and life)andl4 targets(rain of course,gini coefficient,Agricultural water ratio and child mortality rate).(3)Based on the PSR model, the paper has used analytical hierarchy process (AHP) to evaluate the water resource security in Africa firstly and the result shows that the most optimistic water resources security situation in Africa is in central Africa, followed by South Africa, East Africa, West Africa, and North Africa. In order to prove the credibility of the evaluation results, the paper has also used the vague theory to evaluate the water resources in Africa and the conclusion has a little difference between East Africa and West Africa. Therefore, comprehensive evaluation result is objectively credible.(4)After the quantitative analysis, this paper has presented the countermeasures of water resource security in Africa. Based on Africa's social and economic development condition, this paper presents the gender perspective especially, provideing a certain reference for sustainable development in Africa.
