Based on the theory of generalized water, The water saving of consumption is real consumption of irrigation area and a deep analysis of water withdrawal. But the water rights conversion only take the convertible accounting of water diversion into consideration, without considering of real water consumption. Therefore, in this paper, based on generalized water resources, the water saving of consumption research was carried out on the yellow river basin water right transfer using the MIKESHE model, which can provide standard of formulation and implementation of the yellow river basin water transfer, and also provide decision-making basis for water management department. The main contents and results are as the follows:(1) Analyze the difference between the water withdrawal and water saving of consumption:Through consulting the literature materials at home and abroad, analysis the difference between generalized water and special water, according to the connotation of generalized water resources, compare and analyze the difference of water saving between water withdrawal and water consumption from the five aspects of water saving essences, the water saving objects,the water saving accounts,the water saving contents and the theoretical foundation.(2) Construct the sustainability discriminant model of yellow river basin water right transfer:With the foundation of a clear knowledge that the water saving of consumption is the real consumption of irrigation area, and the actual situation of yellow river water transfer,construct the sustainability discriminant model of yellow river basin water right transfer based on water saving of consumption(3) Build irrigation water cycle model:based on the MIKESHE model, according to the characteristics of irrigation water cycle, analyze the meteorological module of irrigation area, slope surface flow module, saturated module, unsaturated zone module, groundwater module and canal system module. Based on Priestley-Taylor model and ENVI/IDL platform, build potential evaporation calculation model, with which foundation construct the irrigation water cycle model.(4) Build database of research area:according to selected study area, constructs the database of meteorology, hydrology, geology, soil and groundwater source for MIKESHE module, and the MODIS, GLDAS, HWSD multi-source database for reference vegetation evaporation calculation.(5)The analysis to typical area of the yellow river basin using built Sustainable discriminant model:Based on the sustainable discriminant model and the irrigation water cycle calculation model, apply the built sustainable discriminant model at south bank of the yellow river irrigation area, finally analyze the influencing factors of water consumption change before and after the water rights transfer.
