Since 1850s the researches of building life-cycle energy consumption have been widely applied in some developed countries in Europe and America, and also developed rapidly in China; but the research of highway construction project's energy consumption has never been done in America. Study of highway life-cycle energy consumption is helpful to understand the overall level of energy consumption and energy using pattern; it can provide more comprehensive and long-term view in problems of highway life-cycle energy consumption. Consequently design an energy-saving strategy applicable to whole life-cycle, optimize the energy consumption throughout the highway life-cycle and promote the sustainable development of highway project.The paper first analyze Chinese highway's development, energy situation and related domestic policy, on this basis life-cycle is applied to the research of highway energy consumption and divide the whole life-cycle into four phases:construction preparation, execution, operation and maintenance, dismantlement and recycle. Through the analysis of effect factors of each phase the research established energy consumption evaluation models from both macro and micro level, which are improved by studying the old models, and further prove the models'feasibility by analyzing some actual cases. The research reveals that:the energy consumption in highway's life-cycle mainly focuses on the construction preparation phase, operation and maintenance phase; so the energy-saving policy should also focus on these two phases on the micro level.Based on the models and their revealing tendency, characteristics of highway life-cycle energy consumption and the rapid development of highway, it concludes that characteristics of Chinese highway energy consumption are variety and multi polarity, and then make the energy-saving strategy according to the tendency. On the macro level, government should take measures from energy-saving conception, statistical system, measures, publicity and economic methods; on the micro level, measures should be taken from energy-saving of construction material, execution, maintenance, recycle, transportation and machine power source to reduce the highway life-cycle energy consumption and finally realize energy conservation and emission reduction.
