The global seismic disasters happened frequently in recent years. And with the improvement in the level of social modernization, rapid economic development, population growth and density and other factors, many countries suffered in the earthquake casualties and economic losses more serious. The building structure of the school as a special public building is directly related to the vital interests of students. In addition, the building structure of the school is rather special, and is difficult to withstand the impact of earthquake damage. So if the consequences are serious and we must to minimize the school buildings earthquake disaster, it is necessary to set reasonable standards for seismic, which will be the most positive and effective measures to reduce the earthquake disaster.This paper summarizes the main characteristics and failure mechanism in the earthquake from three kinds of school building structure damage-in recent years, which are brick, masonry and frame structure, and gets a comprehensive system of school building damage analysis conclusions. Summarized by the analysis of damage, and based on the new seismic design code and the three earthquake performance objectives, this paper proposes a higher level of seismic standards to improve the performance of the seismic safety of school buildings which is "Earthquake repairable", and making it to be more solid buildings. With having a modeling and analysis of static to a 5-story frame structure of the school by SAP2000, and reach a conclusion of the relationship of top displacement model structure-base shear and the structure performance features under different loading input mode. It also verified and determined the seismic force carrying capacity of the model structure in 8 degrees under severe earthquake. Finally, the papers introduced the behavior-based of seismic theory in the earthquake relief works, and analyzed the new seismic design principles of buildings in the country's new seismic design of buildings, and expect it to be widely used in practice.
