2003 three-phase multi-purpose standard meter researched and developed by the Institute of Measurement Technology of Yunnan (YNIMTT) has been produced to many provincial level measurement organization and lots of measurement organization in Yunnan Province since the achievement became production. Although the test technique of voltage,current,power is mature enough, as the quick development of measuring technique,the measuring meter we researched before can't satisfy all levels of measuring department and enterprise or some of our other users,and simultaneously it's the emergency needs of YNIMTT that we build Overtone standard and Flickering standard for our province especially in order to satisfy the tracing needs of measurement organization in Yunnan Province.This very article first introduced characteristic of the measuring meter based on the sampling technique and its development situation within country and abroad, other more it also analysised problems and shortcomings existed in measuring meter within country, and gave solution plan.Then it introduced the hardware structure designation of high-precision and multi-purpose analysis meter of electricity parameter, elaborated the principle of alternating voltage sampling divider, and the principle of AC mutual inductor, and also analyzed the working principle of the core processor DSP,the principle of the 18-Bit AD convertor AD7679,and other more it elaborated the designation principle of AD connected by Mcbsp, introduced the control mode of liquid crystal of its touching-type,the Flash bootstrapping and bootload out of Chip TMS320C6713.Secondly,this very article elaborated the overall software design mentality of the device, explained clearly the computation method of the voltage,the electric current, and the power based on the thermal reaction principle, overtone analysis method based on non-complete cycle DFT, the algorithm of each electricity energy analyzing standard item which could satisfy the IEC standards and the national standards, and lastly the designation method of the software controlled by the host computer.Finally, at the ending of this article,we summarized works we've done and the researching and developing direction we are going to take next step.
