Electricity is a wildly used power, It involved in all field of the Country and the life of people. With the fast developing of economic of our country the best request of development of electric industry is the intelligent of synthetically functions for about electric power measure, charge control, electric power attempering, malfunctions check and malfunction close off. It's providing a wide space for the development of technology of this domain that the electric department brought forward "two net rebuild" and "one door with one meter in city".The problem just be brought forward based the background. In the system design we present unique method of finding communication relay route and the idea of system design with analyzed the peculiarity of Chinese electricity net and the merit and defect of anciently system. We also used advanced spread spectrum technology. In the problem we designed hardware and software of all of units such as collector and reader in the distribute net. They connect with kinds of mode of communication such as power line carrier, RS232 and RS485. All of them create a automatic meter reading system which managed by sever MIS system with treatises of lays and set in software.In the first chapter the paper introduces the background of electricity power management system and some knowledge of power line communication e technology. The second chapter expounds the idea of system design. The hardware and software were introduced in the third and the fourchapter. In the last two chapters the paper explains the use of the system and does a prospect to the development.The system has been already taken test install in residential area, reflects of users were good.
