Energy, though important for human survival and development, is now an important factor which constrains a country’s economic and social development. Human has experienced a long history of using energy, from firewood to coal, then reaching to oil gas. Undeniable, each transformation has enormously promoted both economic and social development. The history of human is constantly advancing, sustainable development in economy and society is in urgent need, and human well-being requires continuous improvement. That is to say, the demand of energy, especially fossil energy has been continuously rising, and continuous utilization of energy will inevitably lead to a decline in its storage and of course serious ecological problems. Focusing on the technology of improving energy utilization, the world is more concerned about the environmental problems than ever. Meanwhile, alternatives for coal and oil are under exploration, Wind, solar, nuclear and biomass energy, all of which are in great reservation, widely distributed as well as in potential of development, are clean and environment-friendly energy sources.In China, to deal with energy shortage and environmental crisis caused by excessive use of fossil fuels, technologies of improving the efficiency of energy utilization has been actively promoted. Based on this, the development and use of new resources, like nuclear power, wind energy, solar energy has been realized, which, to a certain extent, alleviates the shortage of energy and environmental issues. However, China is in the situation of lacking basic environmental law and policy supporting, which lead to the deviation of exploiting and using new energy from the energy strategy. Thus, negative impact caused by the use of new energy leads to frequent environmental pollution.This paper first analyzes the present situation and existing problems of new energy use in China. Then, the example of wind power development in Qiuquan, Gansu will be given. Dependent on the example, this paper expounds the development, utilization and problems of wind power. Experiences and advanced technologies of wind power in the European Union, the United States and Japan, the development of new energy will be compared. Therefore, similarities and differences of their strategies can be seen. According to the present situation in China, a summary of China’s experiences in the development of new energy will be made. Moreover, economic incentives, renewable power quota system and an overall plan and policy will be put forward., in order to perfect the system of new-energy legislation and to promote the development of new energy.
