With development of China economic, power shortage has occurred in recent years. Besides constructing more power services, China government paied more attention to energy saving. Energy saving lamp, also called compact fluorescent lamp (CFL), has become popular for its energy-saving. CFL has been regarded as priority energy-saving product (green illumination product) and widely used over China. In 2003, about one billion energy-saving lamps were consumed in china and China has become main manufacturing and consuming country of CFL. There are a great number of factories related to manufacture of CFL over china. Most of these factories are middle and small scale, with low degree of automatization and being short of advanced manufacturing technologies. The mercury injecting is a key procedure in CFL manufacturing process. Unfortunately, manually mercury injecting, although poor precision, low production efficiency and serious pollutive to environment, has been widely applied to CFL manufacture in China. It is urgent to develop automatically mercury injecting equipment to meet market demands.In this paper, the author discussed the present status of energy-saving lamp's manufacturing equipments, analyzed problems in CFL manufacture, highlighted essentiality of giving the manually mercury injecting up, and suggested to develop an automatically mercury injecting machine. Firstly, an optimum design about control system of this machine was put forward and discussed. Then hardware and software designs were further discussed in detail, respectively. Regard with the hardware parts, the AT89C52 was employed to analyze and process data; detecting mercury and mercury tube were performed by photoelectric switch; Stepping motor was used to control mercury amount; LCD was utilized to display running status; This machine also include warning and stopping devices in the case of absence of mercury and mercury tube. In addition, hardware circuits were proposed based on these designs. For the software parts, the design methods and functions of software were discussed in detail according to the control requirements. The programming flow charts were given and the programs were written by author. Finally, the proposed system was subjected to an experiment and the result showed that this system performed well and its function could meet the given requirements.
