The Study On Shanghai Greening Management And Urban Sustainable Development

Since 1990's, while Shanghai speeded up economy development and urban construction, the municipal government also attached great importance to environment protection and landscaping development. The government laid down two 3-yearplans in a row and put them into practice. City landscaping and forestry construction were greatly enhanced and remarkable progress was achieved. In 2003, Shanghai successfully obtained a "National Garden City" title. However, with quick social and economical development, our landscaping administration system still can't fit in with the needs of building a modern international city, there's a lot to be strengthened such as planning, designing, administration, etc.In this article, the achievements in landscaping obtained in Shanghai are reviewed. The shortage of Shanghai's landscaping administration compare to the world's advanced landscaping cities is analyzed. The developing objective and thought in Shanghai's landscaping administration are discussed. It is very necessary and important to analyze the difference between the advanced and Shanghai cities in landscaping in order to promote Shanghai's ecosystem construction and lay a solid foundation for World EXPO 2010, thus making Shanghai more comprehensively competitive. The results showed as follow:(1) The first part we reviewed related theories and the latest advance on green management and urban sustainable development at home and abroad and explored the intension of them.Then we concluded that urban greening management played an important role in promoting the sustainable development of the city.because of its great benefit on economic, ecology.(2) Part two gave a brief introduction of the achievements in landscaping obtained in recent years in Shanghai, and summarizes the periodic features in landscaping administration, thus analyzes the shortage of Shanghai's landscaping compare to the world's advanced landscaping cities. There're mainly five aspects:a)insufficient landscaping legal system; b)weak market system of landscaping administration; c)incomplete landscaping planning and implementation system; d)inadequate human resources compare to future needs; e)low public awareness of landscaping and social participation in landscaping construction and administration.(3) Part three emphasized the weaknesses and problems in Shanghai's landscaping administration. Due to historic reasons, the landscaping basis is weak, and landscaping layout is improper. Traditional landscaping administration mechanism formed in long term planned economy can not fit in with the needs of building a modem international city already, and there is a critical shortage of advanced management talents. Meanwhile, macro policy control and quick rise in land resource cost give new challenges to Shanghai's landscaping administration.(4) Part four analyzed the opportunity of landscaping administration in future development by SWOT model. With the address of the national strategy-"coordinating human being and the nature"; the "economical, financial, trade and shipping center" developing strategy and World Expo 2010; the smooth and rapid economy growth; the deepening of "separation of administration and operation" reform in Shanghai's landscaping profession-these conditions provide a sound environment for Shanghai's future landscaping administration.(5)Pair five discussed the developing objective and direction in Shanghai's landscaping administration. The developing objective of Shanghai's landscaping administration is addressed on the basis of "internationalization, market operation, information and legalization". In order to reach that goal, we should properly deal with the "four relationships", accomplish "four transformations" and set up "six concepts".(6)The last part gave some means to strengthen Shanghai's landscaping administration from an developing angle, used the experience of Singapore as reference, and made suggestions mainly in the following aspects:reforming traditional administration system and integrate a new landscaping administration system; strengthening the formulation and implementation of landscaping planning and improving the quality; strengthening and promoting landscaping market construction; improving and perfecting the landscaping legal system and administrate it by law; innovating investing mechanism and create multiple investing channels; promoting landscaping science and technology innovation and speeding up training professional talents; arousing public awareness of landscaping and environment protection and strengthening public participation mechanism, etc.
