A Survey Of Urban Planning Policy And Administration From Dimension Of Urban Sustainable Development

In the historic course of building China's overall XIAOKANG society, the strategic position of urban planning is becoming more and more important. The rapid development of China's economy and society, the acceleration of China's urbanization, and the flourishing urban construction, they are all expounding more and more higher demand to the urban planning cause, In face of the existing problems in the contemporary urban planning and urban construction, the traditional urban planning model must be reformed and innovated, so as to correct the wrong doings in reality and let the urban planning itself must move forward with the times, In addition, based on the sustainable development thought, Chinese government has just put forward the scientific development concept in time, and it is becoming the guiding idea of the urban planning cause. Regarding on the above background, the purpose of this thesis is to probe into the relations between urban planning and urban sustainable development, and to find the effective approaches which can thoroughly resolve the drawbacks in urban planning and urban construction.At first, this thesis has probed into urban planning policy and administration respectively from dimension of public policy and public administration. Secondly, it has made a theoretic analysis on the dialectical relations among urban sustainable development, urban planning and urban construction, in doing so, three analytic models have been applied. Then, combining with study of the scientific development concept, my new urban planning idea of sustainable development has been put forward. At last, to connect theory with practice, it has made an analysis of ChangSha's problems in its sustainable development and urban planning. The main contributions of this thesis is as follows:First, T have definituded the character of public policy and public administration of urban planning, and have pointed out that, in research of urban planning, its special technology should be combined with the general method of public policy and public administration;Second, through building the three analytic models, I have tried a research method of combination of three factors, that's an analysis of the logic interaction among urban sustainable development, urban planning and urban construction. In doing so, I have emphasized the directive status of urban sustainable development, as well as urban planning's core role in the implementation of urban sustainable development strategy, and the criterion of judging the effectiveness of urban planning and urban construction should be, whether it is complined with the demand of urban sustainable development or not;Third, I have put forward my personnal new idea on urban planning of urban sustainable development, which is called five unified plannings and is based on the scientific development concept;Fourth, I have made an analysis of ChangShaCity's problems in its sustainable development and urban planning, and have put forward my preparatory measures to resolve them;In conclusion, the focus of this thesis is urban planning policy and administration, its theoretic dimension is urban sustainable development thought, and its analytic framework is public policy and public administration. The clou of this thesis is, urban planning policy making and administration should be directed with urban sustainable development, and urban planning can provide great contribution to urban sustainable development. The research of thisthesis not only has theoretic values, but also has very important directive function to the practice of urban planning and urban construction.
