Xi'an Organic Renewal Of The Old Community And Sustainable Development Countermeasures

In 2009, China State Council officially issued the "Guanzhong-Tianshui Economic Zone Development Plan", proposing general objective of building Xi'an into an International Metropolis. Based on this general goal, the paper focus on the present situation and development trend of old community in Xi'an, meditating on the dialectical relationship such as "housing demolition and retention", "reconstruction and renewal", "the coordination of the government's willing and the of the local residents' wishes", it, therefore raises the strategy for old Xi'an sustainable community development and also launches further discussion.Different from the urban villages, shanty areas and modern commercial district, the old community has formed its special historical feature in the formation process, and witnessed a period of Xi'an urban housing development. The old community retains relative mature and stable community atmosphere, so it has the historical inevitability to further develop itself. Viewing from the new standard of "energy-saving" and "low-carbon life", it also has the necessity to keep and preserve it. As things will achieve a better development only when they conform to the law of development. And things will have enough space to further develop themselves only when they meet the requirements of the society and sustainable development. There is no exception for the old community. Therefore, it is necessary to adopt a reasonable and practicable model to achieve a real sense of the sustainable development of the old community.Through analyzing the development experience of the old communities at home and abroad, the paper carries out a deep investigation and study on Xi'an LianHu old community and conducts micro-analysis on CaoYang District. Under the specific geographical conditions in Xi'an, the article puts forward the "organic renewal" mode, that is preserve-continue-reuse-integration. To improve the survival of the old community and meet sustainable development objectives, a macro-study was made on the operation and updating mechanism of the old community. Government will make it possible to have enough low-cost housing through purchasing, renting the old district as. It also has the following benefits:First, the government can ease the pressure on the construction of low-rent housing land. Second, it can reduce the burden of the urban low-rent housing demand which brings to the government. Third, it enables the old community housing to achieve circulating use and eventually reaches old community sustainable development. Through the researching of old community development, this paper provides a kind of new and meaningful ideas and solution for the community's sustainable development of the Xi'an old community.
