After independence,Indonesia's economy was developing rapidly under the impetus of industrialization.However,the influx of a large number of agricultural populations and the disorderly development of cities also brought about excessive urbanization and the slums continued to spread.After the Asian financial turmoil,high inflation,unemployment,and per capita income have led to a surge in urban poverty in Indonesia.A large number of urban poor live in “Kampong”,and poverty,high crime rate and poor living environment urgently need improvement.The New Urban Agenda proposes inclusive urban development,attaches importance to the survival opportunities of vulnerable groups,and emphasizes the multi-community urban governance model to jointly address complex urban poverty.Kampung Tongkol Dalam-Krapu-Lodan is a traditional Indonesian community near the Ciliwung River.Its living space is constantly squeezed by the surrounding development and the infrastructure is in short supply.The demolition turmoil in 2015 completely changed the original slum outlook.The community proved that forced eviction is not the only way to solve the problem through bottom-up community remediation activities and building partnerships with many parties.This paper takes "community governance" as the research entry point,and studies the progress of Indonesia's political evolution and community development,the theory of community empowerment and the sustainable development of human settlements,and uses Tongkol Dalam-Krapu-Lodan as an empirical study in Kampung community of Jakarta.The object is to investigate the current situation of the community through field surveys,questionnaires and interviews,and summarize the current community development policies and governance systems in Indonesia,and combine the difficulties encountered in community development and governance to try to be environmentally resilient and pluralistic.Three aspects of tourism development explore the sustainable development strategies of such marginal communities.The flood problem caused by climate change is the main challenge faced by the community and the whole of Jakarta.It needs to build a water management system coordinated with green and gray infrastructure based on a correct understanding of the flood-induced factors,and organize grassroots flood control at the community level.The system enhances the environmental resilience of the community and the city;at the same time,the government should take more responsibility in assisting the development of the community,establish new cooperative relationships with the community,and guide market forces to participate in the improvement of community housing and infrastructure;finally,the capacity of community autonomy Construction is also an indispensable key factor in the multi-community governance model.The development of tourism can,to a certain extent,make up for the short-term funding of the community and jointly promote the sustainable development of such urban fringe communities.During the exchange period at Cardiff University(second grader),the author participated in the three universities from Cardiff University(UK),University of Florida(USA),and University of Indonesia(Indonesia)from January 14 to 26,2018.The joint “Eco-city Practice Work Camp” was held in Tongkol Dalam-Krapu-Lodan,Kampung,Jakarta.A series of research work was carried out around the topic of the thesis,and some preliminary data were accumulated.
