Although these several patterns at that certain historical environment effectively promoted the development of national highway construction, the malpractices of management with the passage of time gradually exposed. Fine management is a kind of management mode innovation, and is playing a crucial role in national highway construction management.Based on case analysis technique, with jihe highway construction as the research object, this paper thorough analyses implementation and application of a comprehensive fine management in the process of jihe highway construction, analyses in highway construction management organization, communication, plan, quality control, cost control, progress control and technical innovation, link implement comprehensive fine management effect and function. Finally, this paper summarizes experience and enlightenment for national highway construction and other large infrastructure comprehensively applying and promoting the fine management, and explores a new road to success in highway construction management.
