Since the 21st Century, China has achieved significant achievements in socio-economic development and urbanization, but also accompanied by imbalance between urban and rural development, widening gap between rich and poor, which is caused by "dual" structure. And it becomes a constraint to economic development and modernization. In October 2004, The Third Plenary Session of the 16th Central Committee of the Communist Party of China put forward the Scientific Outlook on Development. Thus, the concept of "urban-rural overall planning" and "urban-rural integration" has increasingly significant influence upon urban-rural area, bringing new challenges to urban and rural construction and management. According to the integration idea, the "Urban and Rural Planning Law" implemented on January 1, 2008, implemented the "one plus three certificates" planning management system (site selection, construction land planning permit, construction project planning permit, rural development planning permit), which has largely strengthen the planning and management of rural areas. However, it is still unclear about the implementation for the specific rural district. And for a long time, the planning field is still lack of research on planning implementation of rural area. Therefore, the article focus on China's current planning permission system, especially the relatively incomplete rural areas, in the perspective of planning implementation, in order to solve rural problems, and to speed up the process of urban and rural integration, and to provide the basis for local legislation of Hangzhou planning permission system.Taking Hangzhou for study case, the author tries to establish a concept and content system of "macro-research--micro-study--system optimization",gin order to analyze the current problems of rural planning implementation, and to propose three aspects of optimization strategy to improve the planning permission system, which is applied range, permit qualification, and procedure management, with some degree of innovation.
