For a long time,people always project construction costs and future costs to be managed separately,researchers around the world have also concluded that,the project operation and maintenance,recovery and future costs, including retirement costs,that occupy a large proportion in the construction project life cycle cost. The national power grid infrastructure neglected work late into the cost of pre-emphasis. After years of large-scale construction, it adds a lot of power equipment. During the "Eleventh Five-Year", the total investment of power grid construction will be over 1 trillion RMB, it Will doubles again by 2020. With the continuous increase in the actual operation of assets,It will lead to that operation and maintenance costs loss of prediction and control. If you continue to follow the current model building grid,a lot of equipment maintenance in power outages frequently,not only increasing the pressure on production run, but also bringing great risks in Security and stability.In 2009, State Grid Corporation launched the development of ideas,"The basis of standardized building,Full life-cycle management as the leading,Full realization of the objectives of project quality excellence."To promote its core is a comprehensive life cycle management power transmission project. To introduced the life cycle management concept in the construction project,in construction projects to meet the full functional and use requirements, in line with sustainable development, improve investment efficiency in the premise,the purpose of cost-effectiveness will achieve optimum. Considering the life-cycle cost,it will enhance the project's scientific and rational decision-making,and reduce the construction cost of the project life cycle,and integrate the technology and economy effectively,and Make a reasonable for the planning program, design, construction program, running program.Obviously,comprehensively promote the life cycle management of power transmission project,Not only to improve production and management capacity to run,and reduce the risk of safety in production operations,but also for improving the State Grid Corporation's current management of infrastructure projects, promoting environmental protection and saving resource conservation and constructing "two types three new" grid so important, and so on.In this paper, using the geographical characteristics of Hangzhou,Selected as an example of a 220kV line.After visiting field, analysis of survey the basis of investigation of the line engineering, tower engineering, ground engineering guide, insulator works, fittings and accessories engineering, ground engineering, channel construction and operation and maintenance works, and using run duration, interest rate and inflation rate.For the first time, the introduction of life cycle cost analysis to the power transmission project,for the future construction of transmission projects to provide basis for decision-making,and to maximize the security and stability of transmission lines and reduce operation and maintenance costs, reduce the chance of power outages and improve system reliability.In this paper,the research of the insulator project works from the line insulators's selection of equipment.Details are as follows.(1) To analyze the situation of transmission lines using insulators in Hangzhou Grid,identify the main problems in running, and analyzed.(2) Learn mature theory of life cycle cost estimate transmission project in Hangzhou redefinition of life cycle costs, divided.(3) Sophisticated equipment reliability reference transmission line theory of Hangzhou reliability analysis using insulators.(4) Using a 220kV line in Hangzhou for examples to calculation the insulator's life cycle cost, analysis of various problems in the use of insulators, proposed suggestion for design of the existing transmission line insulator selection to consider the life cycle cost.
