For a long time, electric power is regarded as an important basic industry in national economy and people’s livelihood and is indispensable to people’s production and living in order. At the same time, in order to solve the electric power development relative lag, the state has formulated the plan of construction and development in the electric power industry, which contains a grid infrastructure for the distribution network planning. Distribution of construction project is carrying out like a raging fire all around. Laiyuan county, which is a small town in hebei province, is located in capital economic circle. In Laiyuan county, the distribution network construction project not only brought to the attention of the local people and relevant units, but also by the attention of the national relevant part. Through the research, we can provide decision support and evaluation basis for the construction of Laiyuan County distribution network, and summarize the experience and lessons from this research. As we all known, the experience and lessons would provide a reference for the related distribution network construction in the future and would enrich the analysis theory system of distribution network construction project evaluation at the same time.Through carrying out the effective extraction of the large amount of information from the distribution network in Laiyuan county, this article analyzed the total cost and the benefit of the construction and operation of the project systematically. In the side of Laiyuan County distribution network construction project life cycle cost, according to the voltage level, the project is divided into 110 KV voltage construction projects, 35 kV voltage construction projects and 10 kV voltage construction projects.Next, each level voltage construction projects’ total cost was consisted of total construction cost which would be divided into substation construction cost, network structure and line station construction cost, distribution substation construction cost, switching engineering construction cost and the operating costs which would be divided into line loss cost and line maintenance cost. In side of analysis of the whole life cycle of the project benefit, this article divided the benefit into economic benefits, social benefits and environmental benefits. Economic benefits including sell electricity revenue, income, the increase earnings electricity reducing line loss and project analysis of economic indicators; Social benefits mainly contains the increase to create the social benefits of electricity, line loss reduction to create social benefits, Internet access, new energy, creating social benefit; Environmental benefits mainly include save coal resources and reduce carbon dioxide emissions, reduce emissions of sulfur dioxide and nitrogen oxides emissions.
