With speedy development of Modern Communication Informatization, electric system communication has been also unprecedentedly developed in network. Electric Power Communication Transmission Network (EPCTN) is different from the one of telecom operators, it is exclusive transmission network by government. EPCTN is the supporting network for generating,supply, consuming of electricity, serving state power transmission network. In order to accommodate to development of electric system, EPCTN must put updated communication & network techniques into use continually, to reform and develope EPCTN so that it can satisfy the needs from electric production safety.This text is to find the problems existed in EPCTN which may effect network instructure and express a principle to optimize network, through analysing EPCTN which contains network feature, business type and business characteristic, as well as Evolution process of EPCTN of Jinhua. It puts forward new thinking about EPCTN structure and optimum proposal of "Three Seven Area" for JINHUA EPCTN, based on plenty of collection & analysis of all business demands and resource condition in JINHUA. A high reliable Light-transmission network in electric system has been built over 2008 & 2009, it is high-capacity, multi-service, open end and open type, it satisfies not only the business demands in all kinds of system voice, datas and video, but also looking on future, supporting to increase customers and wider band and more new business, improving serious anti- natural disaster ability of Electric communication system.
