Actual situation of traffic control in Jinzhou is analyzed. Optimization of traffic control is studied from two aspects of space and time. Firstly, the current situation of traffic control space-time in Jinzhou is investigated, including geometric conditions of the arterial road, the setting current status of signs and markings at intersection, traffic volume, traffic signal control parameters and other aspects of the investigation. Based on survey data, traffic flow composition characteristics are analyzed and traffic control system is evaluated to identify the status main problems of traffic control system in Jinzhou. Secondly, space optimization layout and time optimization strategies are researched from two aspects of the motor vehicle traffic flow and slow traffic flow at signalized intersection. In the motor vehicle traffic flow, lanes layout, traffic islands, setting channelization islands, stop line layout and other aspects are optimized design according to the geometry for different road conditions and vehicle traffic flow conditions; In the slow traffic flow, mainly through the analysis the number of conflict points of motor vehicle traffic flow and slow traffic flow, slow traffic priority is studied at signalized intersections, including the left-turn waiting area, advance stop line, and two-way crosswalk, which reduces the conflict points of motor vehicle traffic and slow traffic flow. Through the theory of signal timing program and signal control algorithm, combined with the traffic volume survey and traffic flow composition characteristics, the corresponding signal timing optimization methods are worked out. In time, slow traffic priority is considered implementing in order to ease traffic congestion in Jinzhou. Again, space and time are integrated optimization at signalized intersection, mainly from two aspects of motor vehicles traffic and slow traffic considerations. Combined with the evaluating indicators, including control delay, service levels, capacity and saturation, space-time comprehensive analysis and optimization are studied at signalized intersection. Finally, based on the characteristics of investigate data, space and time at signalized intersection are coordinated to ease congestion of the intersection in Jinzhou. According to the analysis of traffic control, space design is studied; then the initial program is worked out; considering the space layout and signal timing, the initial program is optimized, and evaluating the optimization effect.In this paper, time and space of traffic control are considered comprehensively to ease traffic congestion of intersection in Jinzhou according to traffic flow, "mixed", "plane", "low speed" characteristics. This is not only urgent problem of traffic management in Jinzhou, but also will provide theoretical basis and foundation of developing traffic control system for medium and small cities in China. The actual situation of traffic control in Jinzhou is analyzed optimizing both space and time.
