As a artificial debris flow and high position energy dangerous source, it can lead to serious accident consequence included personnel casualty, enormous economic loss and environmental pollution once the dam broken happened. Through a result of investigation, analysis and comparison, tailings ponds in China were characterized by large quantity, small capacity, low safety level,as well as not been designed. To make things worse, domestic areas, industrial and mining enterprises or major cities and towns, etc were located downstream most of these tailing ponds. It will bring disastrous when the dams fail. Therefore, it is imperative to strength risk management of the tailing ponds and make tailing dam failing risk assessment, which will play a significant role in reducing and preventing the occurrence of tailing dam failing accident, ensuring safe operation of the tailing ponds, making them to better serve safe production of the mines as well as healthy, steady and rapid development of the national economy.Many factors affect the steadiness of tailing dams, such as man-made factors and nature disaster. Some of them are not only difficult to confirm, but also difficult to estimate the fixed quantity, at random and dim, so it is reasonable to analyze and classification the risk of tailing ponds failing based on engineering fuzzy set theory. Through the investigation of tailing pond accidents, studying the disaster-causing mechanism and drawing of the fault tree of tailing dam breaking, we can establish the risk indexes system. Not only the law but also the current risk assessment and classification of tailing ponds, it only take the tailing pond itself into account while neglect the accident aftereffect or downstream complication. For the sake of representation of "gravity degree of accident", both the comprehensive issue and independence are taken into account.According to the risk index system and based on the dynamic cluster analysis and engineering fuzzy set theory, establish the risk assessment mathematical model suitable for the characteristic of China. Realize the risk assessment and classification of tailing dam's breaking. The software of the model of risk assessment of tailing pond was developed to replace the cockamamie manual calculation. It is in favor of enhancing the exactness and efficiency of work.
