This paper aims to study the path to construct a service-oriented MSA in China.In the paper, the writer analyzed the domestic and international maritime history, the partition of power, the management models, ideas and path of building a service-oriented maritime agency using relevant public administration theories and methods. Based on the above analasis, the writer pointed out that, building a service-oriented MSA is a inevitable requirement for building our service-oriented government. The paper pointed out:Firstly, the impact of "superior consciousness", "depandent consciousness" and "self-interestedness consciousness" on our service concept was quite great. Secondly, some phenomenon, which included "it needs to carry out matitime administration system reform", "it needs to increase maritime resources investment", "it needs to set up maritime development goals", were existing objectively because of insfufficient information and self-interestedness of maritime agencies. Thirdly, it could not be neglected that there were phenomenon of neglecting the public's real needs, replacing the public's wills with maritime agencies'wills. Forthly, non-harmonization of competition, non-systematic decision-making in departments, non-normative decision-making made the quality and implementation of maritime public policy can not be optimistic about the situation. Fifth, there was not a scitific evaluation mechanism in resource efficiency, administration efficiency and service effect for MSA, and one-sided pursuit of "efficiency", quick success, short-term behavior, all of these result in serious waste of resources and hard to evaluate scientificly.To solve problems in construction of service-oriented MSA, we must consider the national conditions of China; learn from foreign experience, using public administration ideas and methods to make steady progress.So the writer thought:①If we apply the mechanism of western maritime administration without fully considering China's basic national conditions and its time-phased reforms, our maritime public services will lead to higher costs, lower efficiency, worse quality, even unstable hidden dangers.②A service-oriented MSA should be a flexible and innovative combination of all work, should learn from advanced public administration philosophy, techniques and tools, should beyond the traditional means of service to build networks and partnerships, to promote MSA and non-governmental sectors in close cooperation, to make more citizens and their representatives join in the formulation of maritime public policy and supply of public services.③Construction of a service-oriented MSA must rely on the construction of service-oriented government. It could not hindered, departure from the construction of service-oriented government, and could not be "man-aggressive" as well, which would be far away from the construction of service-oriented government.Concepts and mechanisms are our foundation for building a service-oriented MSA, and effective ways to solve the problem existed in the construction of service-oriented MSA. The writer suggested that if we want to custruct a service-oriented MSA in China, Firstly we need to understand the meaning and concept of "Service". Secondly, to built a feedback mechanism of public demand, a service diversification mechanism, a public decision-making mechanism, a performance evaluation mechanism, based on the concept of service. This is not noly the quirement of the theory of public administration to the construction of service-oriented MSA, but also an inevitable path to the construction of service-oriented MSA with the view of public administration.
