The Study Of Improve VTS Public Service Function

With the development of out national economy, it brings the need of shipping capacity. In the same time, with the trend of ships becoming more, larger and faster, the people attach more importance to improve the safety of navigation and protection of the environment. It can maintain traffic order, guarantee the transportation efficiency and prevent accidents by building Vessel Traffic Service (abbreviated VTS) in the area of traffic patterns and densities.It was pointed that the role of VTS is to improve the safety and efficiency of navigation, safety of life at sea and the protection of the marine environment in Guidelines for VTS at IMO Resolution A857(20). The benefits of implementing a VTS that it allows identification and monitoring of vessels, strategic planning of vessel movements and provision of navigational information and assistance. It can also assist in prevention of pollution and co-ordination of pollution response. The efficiency of a VTS will depend on the reliability and continuity of communications and on the ability to provide good and unambiguous information. The quality of accident prevention measures will depend on the system's capability of detecting a developing dangerous situation and on the ability to give timely warning of such dangers.However, VTS should offer the service not only for vessels but also for some related units and individual, especially for managing and controlling large scale activities involved with the safety of water traffic in our nation. From our VTS positioning, it is a part of administrative law enforcement with the characteristic of management oriented and service as a supplement, which is different form the positioning in IMO and most nations in the world.The paper first introduces the theory of public administration, new public management and public services etc. and compares them. In the same time, the paper analyses the VTS function positioning in IALA, IMO and in our nation respectively. In particular, the paper analyses the present situation of VTS running in Maritime Safety Administration of JiangSu felling together the practical work of the author. And the paper thinks there are three aspects involving lag behind the positioning, administrative setup unicity and functions defects. The paper proposes policy decisions to enhance the services function of our VTS from changing VTS function positioning, strengthening the services awareness, expanding administrative setup of VTS, improving the quality of personnel, clearing responsibility limits of authority of VTS and perfecting incentive mechanism according to the principle of law, benefit and efficiency by using the advanced management experience of other countries or areas involving USA, Japan, Europe and Hong Kong in the function positioning, administrative system and personnel allocation.
