Transmission grid is a key part of the power industry and electricity market operation. With the rapid development of China's power grid construction and power system automation operation, the transmission grid operation becomes more complex. Traditional transmission operation indicators usually focus on simple aspects. Therefore, the establishment of a scientific evaluation of grid operation performance evaluation system has theoretical and practical importance. The research and application of the performance evaluation system also is an integral part of the dispatch center operational performance system.With the extensive research on domestic and international transmission grid operation performance indicators, taking into account of the characteristics of the transmission grid and the actual condition of the domestic power grid, the transmission grid operation is evaluated from four aspects:reliability, economic, energy saving, fairness. For the first time, the service quality indicators to the provinces, the fairness index of the power grid dispatching, and distribution of power flow assessment indicators are developed to evaluate the operation of a transmission network. Scientific, integrity, comparability, controllability principles are considered during the design of the evaluation system. The object, the data source, and the performance formation process are also considered. Finally a reasonable design scheme for the regional transmission grid operating performance evaluation system is proposed.In this paper, a model of the energy dispatch is proposed to reflect the requirements of the grid performance appraisal system. The East China Grid usually dispatch directly administrated power energy by the assigned proportion to the provinces in accordance with provincial and municipal load curve shape and the need to power shortage. A mixed integer programming model of electricity dispatching is developed under the premise of equity, considering the characteristic differences of the different provinces load. In the model, the satisfaction of different provinces is graded. Without reducing the original the satisfaction of all parties, the overall satisfaction is maximized. The example is analyzed by using real data of East China grid. The result justifies the method's reasonability and efficiency.
