Transmission grid assumes important functions for connecting with the power central and distribution network.It maintains the balance between supply and demand of electricity,which has an extremely important influence on the entire power system safety,reliability and economy.However,the electricity market reform makes the contradiction between economic and safety of power system operation more prominent.Therefore,establishment of an effective transmission grid operation efficiency evaluation system to improve the overall level of the grid operation plays a crucial role.This paper analyzes the differences of the operational aspects between the transmission grid and distribution network and establishes the transmission grid operation efficiency evaluation index system.Then,it selects AHP to determine the weight of each index,constructs fuzzy comprehensive evaluation model to determine the index scores.Lastly,Hangzhou transmission grid operation efficiency comprehensive assessment score of 2014 is calculated and the main factors influencing the efficiency of transmission grid in Hangzhou are identified,and the corresponding improvement measures are proposed.Details are as follows:(1)Analyze the differences of the transmission grid and distribution network in the operational aspects and sum up the particularity of transmission grid when establishing the index system,then put forward the requirements of transmission grid operational efficiency index system.Prefer transmission grid safety evaluation indexes,transmission grid reliability evaluation indexes,transmission grid efficiency evaluation indexes,transmission grid economic benefit evaluation indexes,transmission grid energy saving performance evaluation indexes,then establish the transmission grid operation efficiency evaluation index system.(2)The comprehensive evaluation theory and basic operating procedures are introduced and commonly used methods are briefly described;Details of the analytic hierarchy process are introduced which can determine the weight of each index.Taking into account the transmission grid operating characteristics,the establishment of fuzzy comprehensive evaluation model for transmission grid operation is made.(3)Relying on Hangzhou power company realities,target weight of five criteria indexes and 25 concrete layer indexes of Hangzhou transmission grid operation are determined.Hangzhou transmission grid efficiency comprehensive assessment score of 2014 is calculated by using fuzzy comprehensive evaluation model and the main factors influencing the efficiency of transmission grid in Hangzhou are identified,and the corresponding improvement measures are proposed.
