At present, State Grid is vigorously promoting the construction of power consumption information collection system, and planned to spend five years(2010~2014) to build up a grid-system which can collect all the power consumption information and support complete control of electricity fee for all covered users. Smart meter is the most important and most basic components of the collection system. The reliability of smart meter not only directly impacts the security, stability and the economic performance of the collection system, but is also directly related to the reliability and security of power supply of all users. Therefore, it is required for the Grid to enhance the testing of smart meter in the stages of design, production, procurement and operation management, and also make scientific evaluations of smart meter's reliability.This paper investigates techniques of smart meter reliability prediction from the following aspects:First, according to the IEC62059-41<Electricity metering equipment-Dependability, Part41:Reliability prediction> and JJF1024-2006<Reliability Analysis for Measuring Instruments>, we optimized the reliability prediction procedures of smart meter; Second, By analyzing the present reliability prediction handbooks' characteristics and limitations, we find that the Telcordia SR-332is more practical for meters' reliability estimation; And then, Based on Telcordia SR-332, the paper predicts DDZY747smart meter's life index and makes <Reliability Prediction Report for DDZY747Smart Electricity Meter>. Several smart meters are also analyzed and measures for improving smart meter's reliability are obtained; Besides, We make some extended researches on smart meter's reliability prediction techniques, and propose several approaches to smart meter's reliability prediction combined with field data. The reliability prediction of smart meter's software is also analyzed; Finally, with the prediction technique above, we develop smart meter reliability prediction software which brings great convenience to the Grid and meter manufacturer.
