With the increase in population and rapid economic development, contradictions between supply and demand of soil and water resources became increasingly acute, many environmental problems are growing too. Agricultural as a big consumer of such resources, it's use is reasonable or not, not only related to social and economic development, but also affects the environmental recovery and reconstruction process.However, former studies always focus on the optimization of one resource, only consider the optimization of land structure and the water resources not only as an additional optimization constraint; or just under the projected demand on water resources to optimize the configuration and does not consider the utilization of land resources. This idea which consider such resources as an separate regional system hinder the overall performance of the system into full play, easily lead to the shortcomings of the system overloaded. As the important component of natural geographic factors of the system, they contact with each other, mutual penetration and mutual constraints also can be seen between them. Water use is reasonable or not, affect the productivity of land resources directly; and the use of land resources restrict the development and utilization of water resources at the same time. Although a lot of work has been carried out about the soil and water resources survey, evaluation, planning, and regional economic, social, ecological and environmental development to the core of comprehensive utilization of soil and water resources, but overall, there is relatively little research would combine the two resources and most of them have been more emphasis on water resources allocation, lack of the theory system and method system to scientifically analysis the evolution and operation mechanism of the highly complex soil and water resources system. So it is important to consider soil and water resources as a unified system for research to improve the regional soil and water resources use efficiency, maintaining the relative balance of the system.With the deepening about the theory of agricultural soil and water resources, the characteristics of complex systems such as large-scale systems, multi-objective, nonlinear are more and more apparent. We need to seek the answer in the complexity of science to resolve such complex issue, and complex adaptive systems (Complex Adaptive System, CAS) theory provides us with a new perspective. In this essay the complex adaptive system theory is introduced to the area of agricultural soil and water resources,the complex behavior of the system has been studied from the perspective of the agent active adaptive behavior .The CAS characteristics including the system basic characteristics and mechanisms and evolution of the mechanism and its structure have been analyzed. On this basis, combined with the practical features of the Sanjiang Plain,the optimal allocation of agricultural soil and water resources simulation model based on complex adaptive system theory is presented in this paper. The simulation result shows that: the sensitivity and trend of social-economic-ecological subsystem are different and perform different adaptation when the volume of water diversion is changed. At the same time, the water resources has become the main conditionality factor to the local social-economic-ecological development and the rational and efficient use of land resources.The research of complex system since has became an very essential part of the system since. However, due to it's multi-level, nonlinear, and coupled with a large number of random uncertainties in the evolution of simulation work to the system caused immense difficulties. On this background, the real coded multi-objective nested accelerating genetic algorithm(RMONAGA) has been proposed to evolve and simulat the complex system. Based on the similarity between the features of system and characteristics of this algorithm, the problem of interaction of different levels and the adaptive conflict between different sectors has been solved by useing the nested and multi-objective method. The method is applied to do the research of regional agricultural soil and water resources complex adaptive system optimization of Sanjiang Plain. The result shows that this method is scientifically rational, in order to provide some help in the field of modeling and simulation when CAS theory have been applied.
