Cultivated lands are important resources on which people rely to survive and develop, and urbanization is the core and force of regional economic development. It has a vital theoretical and practical significance to guarantee the harmonious development of cultivated lands resources and urbanization, and realize the regional security of food. The Pearl River Delta is lack of cultivated lands resources, and rapid urbanization, which is at the expense of excessive resources uses and deteriorating environment, makes the number of arable lands decrease substantially, and the contradiction between population and arable lands become quite prominent. In this paper, the theory and methods of relationship between people and cultivated lands are used to build up a pattern of arable lands and urbanization levels and a pattern of agricultural climate potential productivity. And then, comprehensively considerate the urbanization of the Pearl River Delta and the dynamic changes of arable lands'quantity and quality; explore the interactional collaboration between urbanization and the dynamics of cultivated lands; scientifically analyze the affection from cultivated lands changes to agricultural climate potential productivity in the process of rapid urbanization, this paper raised a measure to solve the contradiction between rapid urbanization and cultivated lands resources.After reform and opening, owing to a strong impact from population increase, economic development and urbanization to cultivated lands protection, cultivated lands resources in the Pearl River Delta are in the trend of progressive decrease, and the contradiction between population and arable lands are prominent. In addition, it takes the moth of the Pearl River, Lingding yang as its center, and is in the trend of decrease from inside to outside, which makes regional differences are obvious. Specifically speaking, the core of regional cultivated lands moves to the southeast and the southwest areas. At the same time, from the landscape of arable lands, the breakage level of cultivated lands plate is increase, and spatial distribution is in the trend of decentralization.The urbanization level in the Pearl River Delta is in the trend of obvious increase. While, at the expense of a large number of arable lands, the degree of coordination between cultivated lands resources and urbanization is in the trend of linear decrease, and changes into inharmonious. Therefore, it is important to pay attention to the quality of economic development, promote social and economic sustainable development, and strictly control the conversion of cultivated lands and improve the level of intensive use of lands in order to make the pressure, which urbanization gives to cultivated lands resources, decrease gradually, and the degree of coordination between the two tends to increase.From the viewpoint of changes in agricultural climate potential productivity which are caused by arable lands changes, the potential value of the Pearl River Delta has both decrease areas and increase areas. But increase capacity and the amount of decrease is asymmetry, and the overall is in the decreasing trend. And the per unit yield of climate production potential in arable lands those increase and decrease areas is also asymmetry. The average per unit yield of climate production potential in decrease areas is about 1.3 times to that in increase areas, which indicates that the quality of arable lands in the Pearl River Delta deteriorates regionally. So on the cultivated lands protection, both quantity and quality should be in balance to ensure that on the basis of the total cultivated lands balanced, the quality balance of new increased arable lands is enhanced. From the viewpoint of distributions of climate production potential outputs in increased areas and decreased areas, construction lands occupied arable lands is the main reason for the declining cultivated lands. Hence, it is necessary to protect the quantity and quality of arable lands when economic development is emphasized.
