Analysis On The Characteristics And Coupling Coordination Degree Of Arable Land Use System Health And New Urbanization Level Change In Chuxiong Prefecture

Cultivated land is the most frequent interaction space between the surface layer and human production activities.To fully research the characteristics and problems of cultivated land system is conducive to coordinating the utilization of cultivated system and the smooth advancement of the new urbanization process.This study based on the current conditions are principal component analysis method to establish evaluation index system of cultivated land use system health and the new evaluation index system of urbanization level,by applying the method of combination weights to obtain the weight of each index,USES the current conditions are weighted summation method to calculate current conditions are cultivated land use system health assessment index and the new urbanization level evaluation index.The temporal and spatial change characteristics of cultivated land use system health and new-type urbanization in Chuxiong Prefecture were analyzed,and the coupling coordination degree between them was measured.The results showed that:(1)The overall health of cultivated land use system in Chuxiong Prefecture and its counties(cities)under its jurisdiction was in an unhealthy state from 2003 to2018.The healthy development trend of cultivated land use system in Chuxiong Prefecture and the counties(cities)under its jurisdiction is in a good direction,but the development is relatively slow.The health index of cultivated land use system in Chuxiong Prefecture and its counties(cities)under its jurisdiction showed a fluctuating upward trend from 2003 to 2018,and the lowest and highest values were0.3589 and 0.6781,respectively.The inter-annual variation coefficient of cultivated land use system health index among the counties under the jurisdiction of Chuxiong Prefecture showed a decreasing trend year by year,which indicated that the regional differences of cultivated land use system health index among the counties under the jurisdiction of Chuxiong Prefecture showed a decreasing trend.The high level of healthy cultivated land use system in Chuxiong Prefecture shifted from Shuangbai County as the center in 2006 to the north of Chuxiong Prefecture,to Wuding County in 2010 and Dayao County in 2018,and the low level area shifted to the south.The response layer(fiscal expenditure per unit of cultivated land,ratio of environmental protection expenditure,ratio of agricultural expenditure,proportion of agricultural income,area of soil erosion control and total power of agricultural machinery)is the main obstacle layer for the health of cultivated land use system in Chuxiong Prefecture.It is predicted that the health of cultivated land use system in Chuxiong Prefecture will continue to rise from 2021 to 2025,and the health of cultivated land use system in Chuxiong Prefecture will upgrade from unhealthy to healthy.(2)From 2003 to 2018,the new-type urbanization level of Chuxiong Prefecture and its counties(cities)under its jurisdiction showed a fluctuating upward trend.The inter-annual variation coefficient of the urbanization level among the counties(cities)under the jurisdiction of Chuxiong Prefecture showed a downward trend,indicating that the regional differences among the counties in Chuxiong Prefecture were converging.The high-high level agglomeration areas and low-low level agglomeration areas of the new-type urbanization level in the counties(cities)of Chuxiong Prefecture are relatively stable.The high-high level agglomeration areas are mainly in the southern region centered on Chuxiong City,while the low-low level agglomeration areas are mainly in the northern region.Social urbanization factors(the proportion of science and technology investment,the proportion of education expenditure,the proportion of culture and sports investment,the proportion of medical and health service investment,the number of urban residents living on subsistence allowance)are the main barriers affecting the urbanization of Chuxiong Prefecture.It is predicted that the new-type urbanization level of Chuxiong Prefecture will continue to rise from 2021 to 2025.(3)2003-2018,cultivated land system health and urbanization in Chuxiong Prefecture and its counties(cities)under its jurisdiction were in the state of "rivalry" and "imbalance" respectively,indicating that the new-type urbanization level and cultivated land use system health in Chuxiong Prefecture did not reach the ideal synchronous and coordinated development state.The improvement of cultivated land use system health in Chuxiong Prefecture did not promote the improvement of its new-type urbanization level,which to some extent destroyed the ecosystem services and ecosystem function provision for the normal operation of cultivated land use system.The development of economic urbanization and social urbanization in the counties(cities)of Chuxiong Prefecture is relatively backward.According to the results,the following countermeasures should be taken in Chuxiong Prefecture :(1)To strengthen the protection of the existing cultivated land resources,improve the link between the increase and decrease of urban and rural construction land;(2)Innovate land protection system and coordinate urban and rural development;(3)make use of the advantages brought by the new urbanization,make scientific use of cultivated land,and accelerate the construction of ecological agriculture;(4)Increase the input of science and technology to improve the productivity of cultivated land;(5)Raise the national awareness of farmland protection.
