Agricultural biological disasters have seriously constrained yield and quality of agricultural products and also can threaten food security, biodiversity, food safety, and eco-environment. With the climate changes and crop structure adjustment, agricultural pest risks are increasing. Therefore, it is important to study the issue on plant protection extension in Shuangcheng. This project is focusing on the following domains:Firstly, the occurrence, early warning and prediction, controlling, and plant protection extension were evaluated. The progresses of plant protection technology of China and other countries were analyzed.Secondly, the agricultural science and technology, plant protection system, combined with the occurrence, control of pest and disease in Shuangcheng were systematically explained through some methods, such as consult reference, investigation and interview.Thirdly, some problems derived from extension system, extension methods, service system were discussed. Moreover, the measures for prevention and control of major diseases and pests were compared.Fourthly, this study has put forward novel countermeasures and suggestions for plant protection extension:(1)It is essential for government to increase investment for basic facilities construction, with improving plant protection system; (2)The project has also put forward suggestions that the focus, strategy and method should be changed;(3)The rules on plant protection inspection and quarantine must be modified. And the standard rules for pollution-free agricultural products, green agriculture, and organic agriculture must be made quickly;(4)Novel theory, new technology, and new products in plant protection must be extended and applied widely by researchers and peasants of preventing and eliminating agricultural diseases and pests.
