Research On Energy Consumption Quota Of The Tertiary General Hospital In Wuhan

Based on actual cases of the energy audit of hospitals in Wuhan, this paper made energy and comfort simulation for a typical outpatient building and a typical inpatient building by software DesignBuilder. It indicated operational problems of various energy-using systems including HVAC system and so on. Then analyzed the building energy-saving potential and static investment recovery period with different energy-saving reform measures and made a further analysis on energy saving benefits, economic benefits and environmental ecological benefits generated by schemes with low cost, middle cost and high cost respectively.Had made a series of correlation analysis between hospital energy consumption and its indexes just as building area, number of beds, outpatient capacity, hospitalization capacity ,the paper analyzed the main factors impacting hospital energy consumption. According to the data derived from energy audit, this paper presented three methods for formulating energy consumption quota for hospitals which were formulated in accordance with grade of hospitals, energy consumption distribution or number of beds.Then discussed the benefits and the drawbacks of them respectively and made a comprehensive comparison. Concluded that the method which applied regression analysis in accordance with number of beds was more scientific and stricter, furthermore, gave the value of corresponding quota with three energy measure unit kWh,kgce,GJ by unit number of beds indicator and unit building area indicator. In order to reflect the true energy consumption level of hospitals and avoid a false impression that illusory low energy consumption was caused by low utilization of beds but not scientific energy utilization, this paper put forward a quota correction method with utilization of beds.Combined with the structure characteristics of public building energy consumption quota institution, the paper introduced public building energy consumption quota regulation system. The task including that achieved energy itemized metering, established energy consumption real-time monitoring platform, consummated fixed -price institution and selected high-energy buildings as regulatory target should be finished for the implement of the quota institution.Meanwhile , dynamic maintenance for the quota must be strengthened.What is more, the government management behavior and building owners management behavior should made a common cooperation to promote the implementation of the quota system.
