ObjectiveThe purpose of this study is to initially build a set of scientific and systematic evaluation index system of diabetes specialist nurse's core competencies, to provide an objective reference for selection, cultivation, appointment, assessment of diabetes specialist nurse.MethodsBy the literature review, theory analysis and brain storm, an embryo of the evaluation index system of diabetes specialist nurse's core competencies were formulated. Then applying for Delphi consultation method to screen indicators; using precedence chart method to determine the weigh of the first indicators. All data were analyzed by Excel 2003 and SPSS 10.0.Results1. Construction of the evaluation index system: After 3 rounds of expert consultation, the evaluation index system of diabetes specialist nurse was constructed, which was composed of 65 items from 8 domains including the ability to provide direct clinical care, health education capability, care management, guidance and advisory capacity, research capacity, interpersonal skills, professional development capacity, critical thinking skills. The expert approval rates of the 8 domains in the first grade index were all above 84.6%; the means of the first grade index ranged from 4.000 to 4.923; the Coefficients of Variation of the first grade index ranged from 0.056 to 0.146. The expert approval rates of the 65 items in the second grade index were all above 84.6%; the means of the second grade index ranged from 3.769 to 5.000; the Coefficients of Variation of the second grade index ranged from 0.000 to 0.159. The Enthusiasm Coefficients of experts were 93.33%, 100%, 100%. The average Authority Coefficient of experts was 0.857. The Harmonization Coefficient W of the 8 domains in the first grade index was 0.358, and the test of Harmonization Coefficient showed P <0.05. Experts are from five provinces, who involved three age phases (30-40 years old, 41-50 years old,≥51 years old) and four professional (nursing education, clinical care, care management, clinical medicine). Experts with master's degrees accounted for 23.08%. 69.23% of the experts have senior professional titles.2. The weight of index: The weights of the 8 domains in the first grade index and 65 items in the second grade index were set up. The weights of the 8 domains (including the ability to provide direct clinical care, health education capability, care management, guidance and advisory capacity, research capacity, interpersonal skills, professional development capacity, critical thinking skills) were 0.0824, 0.2171, 0.1016, 0.0865, 0.1319, 0.1854, 0.0852, 0.1099.Conclusions1. A set of evaluation index system of core competence for diabetes specialist nurse was established,which was composed of 65 items from 8 domains including the ability to provide direct clinical care, health education capability, care management, guidance and advisory capacity, research capacity, interpersonal skills, professional development capacity, critical thinking skills. The reliability analysis of the expert consultation showed that the expert consultations had good reliability and representation.2. The weight of health education capacity was 0.2171, which was the highest among the 8 domains in the first grade index. The weights of another 7 domains in the first grade index in turn (from high to low) were: interpersonal skills (0.1854), research capacity (0.1319), critical thinking skills (0.1099), care management (0.1016), guidance and advisory capacity (0.0865), professional development capacity (0.0852), the ability to provide direct clinical care (0.0824).
