China's widening economic gap become larger and the basic public service space difference is obviouse, social stratification, housing problem, health care, education, etc stratification in China have become increasingly prominent,it is become the main test in building socialist harmonious society in china, also bocame the maintain social stability and unity important issues. Promoting equal access to basic public service smoothly is our country's important problem,and facing the harmonious social development is an important question. Based on the discussion of the connotation of basic public services on basic public services, based on the connotation, and according to systematic, integrity and data availability priciple in education service, the cultural service, health service, information service, ecological and environmental services and infrastructure services, social security service seven primary index, and 29 secondary indexes existed in China was established basic public service quality level indicator system.And on this basis, the use method of entropy to our country 268 cities at prefecture level and above (except Lhasa) system analysis, and we draw some conclusion.Through the research we found that urban basic public service space between cities at prefecture level and above significant difference ,there are obvious features in quality. The main conclusions are as follows:Our basic public service quality level is low totally, and the space is general significant difference from the east coast to the central and western,their characteristics gradually reduce, against the national the construction of a harmonious society, but also to regional economic and social relations between the coordinated development; The palce where our basic public service of high quality, presenting a cluster state city group "the characteristics of" (basic public service quality, high concentration areas include LiaoZhong south, jingjinji, shandong peninsula, Yangtze river delta and pearl river delta, the west coast of the strait and chengyu area, in middle Inner Mongolia and other regions, this and urban agglomeration coincide with the six coastal urban agglomeration; Our basic public service level and urban economic development level closely related, the economic developed area and city, its basic public service quality relatively higher; Urban basic public service quality level and city scale exist certain corresponding relations, Basic public service quality is relative to the city scale; Basic public service level in each single level is not balanced.
