Research On Residents' Satisfaction With Public Cultural Services In Chuxiong Yi Autonomous Prefecture Of Yunnan Province, Characteristics Of Their Needs For The Cultures And Relevant Countermeasures

It has been proposed in a report at the Seventeenth National Congress of the Communist Party of China that “Public cultural service system covering the whole society”is one of important objectives of completely building a moderately prosperous society. It has been also clearly pointed out that “basic cultural rights and interests of people shall be guaranteed”.It has been further pointed out in a report at the Eighteenth National Congress of the Communist Party of China that it is necessary to strengthen construction of major public cultural engineering and cultural project construction, improve public cultural service system, increase service efficiency, promote integration of cultures with technologies, develop new types of cultures and make cultural industries larger, more intensive and professional. Today, under the trend of high-speed development of information society, culture plays more and more important role in developing local economy and promoting social progress and the government needs to implement and shoulder the responsibility of the public culture growth and vigorously develop public cultural services.Our country is a multi-ethnic group and the cultural development of ethnic minorities is an important part of our national public cultural service system. To strengthen the construction of public cultural service system in minority areas is beneficial to comprehensively implement the scientific development concept, to promote sound and rapid economic and social development in national regions, to realize the goal of the maintenance of national unity and harmony and fully guarantee the people's economic, political and cultural rights and interests in minority areas. Therefore, to improve the public cultural service system in minority areas and develop minority culture is not only a basic guarantee of public cultural rights and interests in minority areas but also a significant way to promote national culture intermediation, mutual understanding and identity, which is particularly important to maintain social stability and national unity.Based on previous research, residents' understanding, consumption and utilization of local public cultural services in Chuxiong Yi Autonomous Prefecture of Yunnan Province as well as their satisfaction with government's public cultural services and characteristics of their needs for these cultures are analyzed in this paper according to detailed materials from relevant literature and data from field surveys. Furthermore, problems with public cultural services in Chuxiong Yi Autonomous Prefecture and underlying causes are explored. For example, they don't pay enough attention to the construction of public culture service system, which leads to weak cultural infrastructure and incomplete public cultural facilities network. The special geography and population environment here cause the large gap between the supply of public cultural products and service. Besides, a single service model of public culture and the incomplete Public cultural service security mechanism bring about that the broad masses of the people's the basic cultural rights and interests are not fully guaranteed. Poor talent team of public cultural services leads to lack of grassroots cultural team as well as low personnel quality.The key for improving public cultural services of Chuxiong Yi Autonomous Prefecture consists in improving residents' satisfaction with public cultural services and satisfying their needs for these services.Some suggestions are given in this study on reinforcing the construction of public cultural service infrastructure, enhancing the ability of supplying public cultural products and servicing, building public cultural services with the national features, ensuring people in minority areas have the rights of public cultural services, strengthening the security of public cultural service personnel. And all of these will provide some advice to the Yi Autonomous Prefecture of Chuxiong to improve its public cultural service system in the process of building national public cultural service system demonstration area.
