Higher public art education is an indispensable element of quality education, which plays an important role in all-round development of college students, and research on the public character is the premise and foundation of correct understanding the public art education. Based on the previous studies, the current study would investigate public art education from the point of view of publicity by referring to sociology, economics, art, education, and pointed out that public art education's present situation and existing problems were closely related with the absence of publicity sense and lack of publicity recognition.The author emphasized that public art education was an integrated system composed of three sub-systems, with publicity as premise and foundation, art as contents and education as carrier. As the premise and foundation, publicity determined the nature of public art education and mean while it worked with great efforts on the choice of teaching contents and implementation of education. Only by perceiving art and education from the perspective of publicity, could it be possible to understand art contents better and conduct education more scientifically. Therefore, the current study would further examine the components "art" and "education" of public art education on a public basis.First of all, the study would make a comprehensive explanation and analysis of publicity in public art education, and define publicity's characteristics as equality, sharing, openness and participation, which went throughout the whole article and provided related theoretical basis for art and education components in public art education.Secondly, by analyzing the existing problems in art component in public art education, the study suggested that art contents should be guided by four principles:variety, integrity, attainment and experience. Only by taking them into consideration, and conducting an in-depth investigation, could it be possible to understand the art component correctly and provide scientific guidance for teaching contents in public art education.Lastly, when implementing public art education, two principles should be abided:equality and demand. With publicity as premise and foundation, public art education should guarantee every student's equal right to be educated, and meanwhile take students'participation and demands into consideration and finally develop educational activities scientifically. To develop public art education on a consistent and scientific basis, the premise was to fully understand the role publicity played in public art education. By choosing publicity as the view angle and starting point, the present study put an emphasis on the significance of publicity as the premise and foundation of public art education, which facilitated to recognize deeply the nature of public art education, and make it clear its teaching contents and problems in the implementing process. It was of great value to perceive art and education with publicity as premise and foundation.
