The establishment of foreign policy is inextricably linked with the country's political system. As the only superpower in the present world, the U.S. foreign policy is under the influence of domestic politics. Due to the American political system is based on constitutionalism, the separation of powers and federal framework. It is a very complicated process that the United States foreign policy decision– making. It directly depends on the president, Congress and the State Council and other decision - making body. Meanwhile, political parties, interest groups, media and public opinion also have their indirect effects on it. This paper mainly discussed the effect of media factors for US foreign policy decision– making.The preamble mainly narrates the significance of the subject in this article, research and study on the current situation at home and abroad. It also made a brief introduction to individual conception. The body contains three main aspects.The first section mainly introduces the development of the contemporary American media. After the end of the Cold War, with the implementation of the new liberal policies and the development of information technology, the age of global communication came into reality. Under such background, multinational media group began to appear and got unprecedented development. Global Communication System with the United States as the core has gradually established. As America's"fourth estate", the media got a new round of development in the wave of globalization. Its scale was unprecedented no matter in terms of the number, species, and employment and radiation levels. In the long - term development, American media show distinct characteristic of group, privatization, commercialization and independence. These characteristics not only determine the main content and concept of value of media reported, but also affect the interaction with the government. So it has a direct impact on the operating mechanism of the media in the United States. The second section analyses the role and way that how U.S. media participate in the government's foreign policy decision– making. U.S. foreign policy decision– making is a very complicated process of the game. Therefore, Scholars often interpretation of the impact of different levels on foreign policy with use"funnel"image. The special status and level of restrictions of the media make itself play the role of information transmission, signals and policy guide propagandist in foreign policy decision. Through the spread of international news, guide public opinion and promote government policies. Media affect the result of the government's foreign policy agenda. Television gradually became the main channel of ordinary families to get information, so television diplomacy became the main way to participate in the government's foreign policy for the media. Besides, the media can also influence government decisions indirectly in the way of opinion polls and social comments to reflect the views of the public and the think tank.The third section discussed the effects of the US media on the government's foreign policy and its limitations. The function on news" manufacturing"and press the"interpretation " of media give itself a strong information power, thus it has an important influence on government's foreign policy. The spread of media information affected the agenda, process and speed of foreign policy. On the one hand, the media can set the government's agenda; improve the decision - making level. On the other hand, the media can shape the direction of public opinion, promoting the decision to perform. However, media influence on the government foreign policy is a result of the combined effects of the various elements. So the consequence is full of uncertainty and limitations. It is the complicated nature of the relationship such as the legitimacy of the media effect of foreign policy, whether media can exert influence the problem at the key time, even the government tried to control the media that will limit the media's function.
