At present,China's cultural industry is developing rapidly, and it has become an important force to promote China's cultural and economic development. However, the development of the cultural industry is largely dependent on the promulgation and implementation of China's cultural industry policies. In other words, the cultural industry policy is the driving force and important guarantee for the development of China's cultural industry.Only by seriously summarizing the basic course and experience of the cultural industry policy since the reform and opening up,especially since the 18 th National Congress of the Party, can we start at the beginning of a new era and start again.Since 1949,the Chinese government has undertaken a series of cultural construction explorations and formulated many cultural policies. But in this process, due to the influence of the "Left" ideology, the party and government's understanding of the issue of cultural construction also produced some deviations, which led to the occurrence of the "Great Leap Forward" and the "Cultural Revolution".Once deviated from the normal development track,or even interrupted. After the reform and opening up,China's cultural industry started from the opening of the first music tea house, and then after the introduction of the "dichotomy" and "Cultural Industry Promotion Plan",China's cultural industry has grown from scratch and continued to grow, relevant cultural reform and cultural management policies have been constantly adjusted and improved. After 2012,the development of my country's cultural industry has entered a new stage, and the cultural industry policy has entered a period of adjustment.During this period,my country comprehensively promoted the reform of the cultural system, constantly amended and improved the Cultural Industry Promotion Law,the digital cultural industry was expanded, the cultural opening to the outside world achieved remarkable results, and the protection of intellectual property rights and cultural relics also received attention.Afterwards, after the policy promotion of the 18 th National Congress of the Communist Party of China and the convening of the 19 th National Congress of the Communist Party of China, the cultural industry entered a comprehensive development track. In a word, since the reform and opening up,China's cultural industry has achieved such great achievements,to a large extent,it is inseparable from the guidance and guidance of cultural industry policies. It can be said that China's previous cultural industry policy is generally correct and scientific. It has promoted the rising value of the cultural industry, the continuous transformation and optimization of the cultural industry structure, the continuous emergence and strong development of new cultural formats, and the spirit of the people. The demand has also been greatly met,and it has greatly promoted the increase of China's cultural soft power, and the gap between the development of cultural industries in developed countries is also shrinking. But there is no denying that the past cultural industry policies also have some deficiencies and defects, which restrict the healthy development of my country's culturalindustry. This article takes the evolution of cultural industry policy and its experience and lessons in various historical periods since reform and opening up as the main research object.Based on the review of the literature, this thesis summarized systematically the main process, major achievements, problems and its causes of the cultural industry policy evolution in China since the reform and opening up,especially since the 18 th National Congress of the Communist Party of China.thus, the author puts forward some suggestions for improving the cultural industry policy in the future.
