The twenties and thirties of last century, because of rapid industrial development of the city,natural disasters and war, a large number of immigrants influxed into cities. The urban housing problem was becoming increasingly prominent. In this period ,Qingdao was controlled directly by the Executive Department of the National Government. It has more important political and economic status, and it was far away from the war. The social environment of Qingdao was relatively stable, and the economy was developing rapidly, which brought a large number of immigrants to Qingdao. According to records , in 1910, the urban population was only 34,180 , and in 1925 it was 163,010. The net annual increase of people was 8,600. In 1935 the urban population was 301,192, and it increased 13,800 people every year. Like other cities, Qingdao was facing a series of housing problems, such as shortage of housing, poor residential environment , high rent , and so on.In this period Qingdao Municipal Government made positive efforts to solve the "housing" problem. At the beginning it developmented the total system of the premises to stop hoarding houses, land, and achieve the purpose of purging the market of the premises. It also took measures to improve the living environment conditions. Specifically, the Qingdao municipal government firstly established a relatively complete management system of domestic law, covering the land rent, tax collection and management of premises, the premises of the transfer and the protection of civilians . It also improved the living conditions, regulated the rental market and rental behavior, and established the department to solve dispute of premises in the management process. These measures received a good social effect. The premises management of Qingdao municipal government had a more prominent position in the country. Currently, the problem of urban housing policy in Qingdao of this period is still no systematic research. This article is drawed according to the research at urban planning, urban construction, housing relief system and historical facts of the Nanjing government policy.
