| During the Pinochet period,urban poor in Chile were faced with the dilemma of the shortage of formal housing and the deterioration of living conditions because of industrialization and poor regulation by previous governments.So,they launched a housing movement to protest against the housing policy by demonstrating,occupying land and building slum camps.The government established the principle of market dominance,initiated the policy of housing subsidy in advance,upgraded and cleared the slums,and suppressed,negotiated.Pinochet’s government strengthened the state intervention in the later period,and implemented a two-tier subsidy system,which provided housing subsidies to the poor and middle-income groups respectively,and improved the aim of housing subsidies.In terms of means,extreme and coercion coexist with humanity and democracy.In terms of attitude,the government advocates the principle of freedom.In the early stage,it adopts the attitude of being solved by the market.In the later stage,it acknowledges the limitations of the market and carries out active regulation and strong intervention in the market.Despite its defects,the measures taken by the government to deal with the housing plight of the poor are generally successful.They not only solve the housing plight to a certain extent,but more importantly,form the Pinochet housing governance model,which has been followed by the later governments and even radiated to other countries. |
