The Research On The Construction And Countermesure Of Public Coultural Service System In Kunming

Nowdays, culture, the most important national source of cohesion and creativity, has increasingly becoming an important factor in overall competitiveness. Enhancing the soft power of cultural has also becoming an important goal to some regions and countries. How to enhance the soft power of cultural, and drafting what kind of developing strategy of cultural has become a pressing problem.The raising of construction for public cultural service system for itself is a national concern for culture. However, there is no complete theoretical system for current domestic public cultural service system,too many unresolved issues are reserved.The first chapter analyzes the purposes and significances of this study and the current researching situation of domestic and foreign. It proposes that the people on the rapid growth of material and cultural needs, especially in the needs of public cultural service since the reform and opening up raised new Requirements and challenges for the government to built a new public cultural service system due to the deeply advancing on the reform in socialist political and economic.The second chapter proposes the theoretical framework for construction of public cultural service system, explains the concept of public policy and public cultural policy, and analyzes the dialectical relationship between public policy and public cultural policy. Thus summaries on the basic concepts of public cultural service system such as features, connotations and denotations.The third chapter lines systemic analysis on the advancing status of public cultural service system, and analyzes the problems on the construction of public cultural service system in Kunming. It is suggested that Kunming has a good foundation of public cultural service system, but is lack of reform and innovation, and is not clear in the strategic pattern of culture. To sum up, Kunming's Multiple patterns of investment and financing has not yet formed, the total size of cultural industry is small, and be inadequate in integration of cultural resources.The forth chapter gets analysis on the classic cases of home and abroad. Firstly, according to the model analysis of public cultural service system in domestic cities such as Hangzhou, Fuzhou, we get ideas on the construction of public cultural service system in Kunming. Secondly, according to the model analysis on the construction of public cultural service system abroad, we get ideas on the institutions and mechanisms of construction of public cultural service system in Kunming.The fifth chapter raises some countermeasures on the advancing construction of public cultural service system in Kunming. It is suggested that Kunming needs to increase the financial investment, strengthing the investment management, increasing the cultural infrastructure, enhancing the supply capacity of public cultural production, focusing on conservation and use of norms to promote the development of the museum industry, prospering artistic productive, increasing cultural exchanges, and strengthing personnel construction of culture. It is hoped that the suggestions above could provide a reference for the research of public cultural service system in Kunming.The last chapter gets a review of the paper,puts forward some of the adequacies, and gets hoping for improvments.
