Rural population accounts for most of the country's total population. As for the living level improving day and day, the farmers have more and more needs on the spiritual civilization and culture, so it is in great need to solve the problem of" seeking culture" for the farmers. Only strengthen to build the countryside public services system; keep forwarding the development of countryside culture; satisfy the cultural requirements of the farmers, we could improve the farmers' cohesion and solidarity and Maritain the rural society's harmony and stability.
