The dissertation's research subject is formation and coping of refugees of the Shanxi-Gansu-Ningxia border region during the anti-Japanese war period.During the anti-Japanese war period refugees formed in the Shanxi-Gansu- Ning- xia border region in particular social historical conditions, is the product of compre- hensive functions of various factors. Japanese imperialism invasion, exorbitant taxes and levies of the nationalist government, frequent natural disasters, have caused a large number of refugees pouring into the Shanxi-Gansu-Ningxia border region, thus the refugees become a serious political and social problems of the government. According to the refugees features of the large numbers and complicate composition, source widely, Chinese communist party lead the government and people to take a positive refugee relief measures, establish refugee relief agencies, formulate refugee relief files, provide shelter, implement refugees economic relief, encourage refugees self-reliance, security refugees democratic rights. These mea- sures not only guarantee the life of refugees, stable so- cial order, promote the pro- duction of the border region, and enhance the party and the government's appeal and cohesion.During the anti-Japanese war period the Shanxi-Gansu-Ningxia border region's successful exploration in refugee relief, for the Chinese communist party led the people in social construction and social management has accumulated valuable expe- rience. Summing up these experiences, for our current AIDS weak groups, guarantee and improve the livelihood of the people, and promote harmonious society has impor tant reference meanings.
