Culture heritage as public resource is not only the developing motion of the regional culture industry but also a space competitor in regional economic development; it has the risk of"Tragedy of the commons"as well as the underestimating fact. Traditionally, the researchers mostly construct the value assessment indicators of culture heritage in the view of culture heritage's"virtual value"and neglect the constraints of"virtual value"transformed into"market value"lead to underestimating the gross value of culture heritage and its derivative culture product. Culture heritage is a sustainable exploiting culture industry resource which is crumble scattering and vague making it difficultly transformed into definite demarcation modern product lead to hardly entering into market consumption system and pool funds system; On the condition of lacking consumer's involvement, The external effectiveness of culture heritage resource can not conduct scientific research,education,funding and industry element and so on which should yield the expectant and sustainable price-stimulate lead to industry capital being basin insufficient in culture-industry-headwater. The culture product based on the resource characteristic of culture heritage indirectly is appraised by market mechanism lead to the external effectiveness of culture heritage resource can conducting all kinds of industry element and producing expectant and sustainable cash flow. The paper is in the view of culture heritage industry from the current situation and characteristic of culture heritage in Henan province, using Pattern Recognition to construct the measurement space of culture heritage, collecting learning swatch by critiquing Liker-scale, extracting four culture heritage characteristic value which are affect-value, message-value, resource-combination-value, time-value and eleven observable variable which are geography-status message-abundance time-assemble, region-assemble, time-history and so on by principal component analysis. The variance explained coefficient and factor score coefficient assess the importance of characteristic value and observable variable, deploying the weight of characteristic value and observable variable by Sharply Value method; On the premise of a principle of constructing assessment indicators, the paper has construct the value assessment indicators of culture heritage in the view of culture heritage industry...
