In today's economic globalization, industrial clusters constitute the building blocks of our current global economy. Just as Harvard Business School professor Michael E. Porter said, in the world's economic terrain these days, clustering is the way to divide and conquer. From a global perspective, clustering is a common phenomenon; for example, in Hollywood they make movies, in Silicon Valley software, in Japan cartoons, in Italy fashion, and so on. These kind of competitive foreign industries, for the most part, follow the clustering model. This encourages competition and results day by day. Now countries around the world use industrial clusters as an important way to promote development and industrialization. With the progressive development of our country's cultural industry, the development of the industrial clusters and the cultural industry has risen together. At the present moment, at home and abroad theoretical research about industrial clusters is all aimed at expanding the area of traditional industrial clusters. Little research is focused on the cultural industry category cluster and that that does focus on this category neglects to mention clusters that are interwoven and interrelated and which, through development, could provide mutual benefit. On this, this article in the review of domestic and foreign culture industry cluster related research on the basis of the results, with public management, public economics and other relevant principles and methods on domestic cities cultural industry cluster development situation analysis study, pioneered culture industry clusters of three dynamic model, and Nanjing, on how to build a culture of industrial clusters public management service platforms offer a couple of suggestions, with a view on the city's culture industry cluster health development.
