Shall a government be responsible for moral responsibility is controversial in history.Especially modern western liberalism excluded moral responsibility from a government's responsibility,in a way of referring a government to the public field while morality to the private field.They want to remove the contact between a government and morality.In the view of liberalism,morality belongs to the private field,where a government should not intervene,interfere,advocate and evaluate,in case of the invasion of it.However,after the rise of modern public management movement,modern scholars say that there is a close tide between the public and private field,and they try to rebuild the moral responsibility of the government.In the same time they regard the public interest as the moral value standard of the government's conduct.They believe the government should be on the behalf of the social public interest,and to maximize the public interest is ought to be the government's moral responsibility.From the eye of Marxism,as the executor of the country's will,the government shall dominate the ideology,morality included,and perform the moral idea and regulation.Marxism also holds that morality is basically used to adjust the interest relationship,moral responsibility is ultimately reflected in the maintenance of public interest.The moral responsibility of the government is to achieve and maintain social public interest and the interest of the ruling class.So the Chinese government's moral responsibility is to defend the interest of people,which is also the social public interest,as our government is the one for the people and ruled by the Communist Party of China.So our government should develop social prolificacy vigorously,offer public products and service efficiently,assign the public benefits well,and promote the social justice.And it is also ought to maintain noble moral belief and value pursuit,and to be the leader of good social morality.Chinese government has done all above well in different era since its foundation,but now because of the fast development of market economy and the deeper social reform,people's moral ideas and value pursiut become to be diversified and relative.As well as the awareness of subjectivity,people pursue their private benefits greatly,which also leads the government to the phenomena of power abuse and corruption.If this phenomena keeps running,it will be dangerous to the base of the socialist government of people,and to the legal right and private interest of people.so it is pressing and urgent for our government to protect the public interest in order to assume well its moral responsibility.Firstly,we should raise its moral awareness to protect public interest,by the tools of moral education and ideal believes.Secondly,we should perfect the institution of moral responsibility,including the law system,the work specification,and the ways of supervision,award and punishment.And in the end,we should promote the development of administrative culture,and build the new healthy one which is in accordance with modern social needs,based on the rational critique and passing on the traditional culture,to reinforce the environmental safeguard in which our government could realize the public interest.
