College English Test(CET), with a history of more than eighteen years , has been proved to be successful in many aspects, however, it gave rise to a good deal of controversy. Recent years has witnessed an increasingly heated argument of the test. Some people think CET should continue because of its fairness and scientific design and other reasons; while others argue that CET should be cancelled because of the cheating affairs it brought , another reason is that they think students wasted a lot of time to study for the test which should be used on other subjects. Why CET brought such opposite views? Why students are so sensitive to the policy of it? What should we regard the test as? What principles should be followed in the reform of CET?I have made policy analysis on CET. After I studied the text of CET policy ,analyzing its aim ,methods, characteristics, I found that CET contributed a lot on that given time to improving the university students'English, to the teaching reform of foreign language , to the increasing understanding of the importance of foreign language teaching. The policy of ECT ,as the fruit of that period, meet the politic and economic needs of that time when it was made.But with the reform of Chinese economic and educational system, universities enjoyed more power and students began to find their jobs by themselves. As an result the interests of the students ,universities, and government became different, which appeared clearer after the big recruitment of 1999. This result led to a fact that former policy of CET needed to be reformed, because its aim, methods and interests distribution can't meet the current social environment. The focus of the reform is on reducing the students'burden and forbidding the abusing of the score of the test especially by some universities. These issues has been concerned in the text of the last reform of CET, which still need to be improved. For the reform of ECT, following principles should be established, first, the interests and values of students group should be fully respected; second, a good policy process should be made for the full expression of students'value and interests ; last but not the least, we should have a right value of educational policy , which is fair, effective, alternative and various, and with its focus on the development of human.
